Sock Heel question

I’m knitting this sock pattern.
LEG
It says to knit leg to desired length. This would end at BOR.
HEEL FLAP
Knit across the first 32 sts. Remove BOR marker. This isn’t where the marker is? If I knit 32 sts I don’t end at the BOR.
Need help with pattern explanation.

This is really a little preview of the next steps so that you understand that the heel flap will be knit flat (or back and forth) on half the total number of sts. You’ve knit the leg to the desired length and are at the BOR marker. Remove the marker and proceed to Row 1, then first row of the heel flap.
