I am a bit confused!
My pattern says
BO 4 st. at beginning of next 2 rows
Decrease 1 st every second row 5 times
Decrease 1 st every 3rd row 9 times
Decrease every 2nd row 7 times
My question is this…After the 4 st dec at beginning of next 2 rows what do I have to do ?
A.
Decrease every 2nd row
1:knit
2:dec row
x 5 times
The BO will be at the beg of the RS row, then the WS row. The decs are done on the RS row to begin with - you dec every other row for 5 times, then every 3rd row and some will be on the WS. After 9 of those decs, you go back to every other row 7 times.

I am not sure I understand. Maybe I did not put it right because of my poor english
Let’s just forget about this pattern and assume I am asked sometime to dec 1 stitch every 3rd row x times. How do I deal with that?

Either way is sort of right - every 3rd row is work 2 rows, do a dec row, work 2 rows, do a dec row. You begin counting row 1 on the row after your last dec row. So you do your every other row decs -
