Sleeve and sleeve cap decreases

My pattern is Casual Cardigan by Amanda Lilley.

I have finally reached the sleeve and sleeve cap.
For the sleeve, pattern says
With # 3 needle to cast on 42 (44, 44, 46, 48, 50, 52) sts.Work in garter st for 10 rows.

Begin with a purl row, work in St-st working an *increase row every 12th row 7 (9, 0, 0, 0, 0, 0) times, then every 10th row 4 (2, 12, 5, 1, 0, 0 ) times, then every 8th row 0 (0, 1, 10, 15, 11, 2) times, and every 6th row 0 (0, 0, 0, 0, 7, 19) times. – 64 (66, 70, 76, 80, 86, 94) sts.
My question is
After the 10th row garter stitch, my next row is the Rs Row, but why is the pattern asking me to start with a purl stitch. The pic of the cardigan shows the sleeve front facing as knit stitches and not purl stitches. Is there a mistake in my understanding?

On the sleeve cap, pattern says
Work **decrease row every 4 row 6 (6, 6, 4, 3, 6, 4) times, then every 2 row 4 (4, 5, 8, 11, 6, 9) times.-26 (28, 28, 30, 30, 36, 38)

My question is : is every 4 rows the same as every 4th row. If it is not, what does it mean.

If you have 5 ridges (10 knit rows) then you can call the next row a RS knit row and proceed with stockinette stitch. The pattern may be considering the opposite side of the garter stitch the RS row but it’s not going to matter as long as the knit rows, the Vs are facing out.

Yes, “every 4 row” is every 4th row. The same with “every 2 row” as every 2nd row.

Thank you for your response. I decided to follow the pattern ie purl the RS row and true enough, like you says, it doesn’t matter so long as the knit rows are facing out. By purling the 1st RS row, I was able to do the increase which is done on knit sts on a WS row. Thanks once again for your invaluable advice.
