are they the same type of heel, one is just a smaller version than the other? One isn’t short row and the other a heel flap, right? I figure I better practice something on a smaller scale before I get to the knitty gritty on Silver’s sock, but i wasn’t sure if the North Country Cotton baby sock was the same type of heel.

They are the same (flap/gusset) except that in Silver’s you slip every other stitch on the knit rows, and in the baby one, the heel is straight stockinette.
