I’m working on a hat and the instructions are as follows…
K4 rounds, p5 rounds (repeated this 5x)
Now my question is, am I knitting 4, purling 5 and then repeating 5 more times or is it 5 times in total?
Knit 4 rounds
Purl 5 rounds
do the above 9 rounds 5 times…

What does it mean when it says “worked in the round over 2 sts” ?
I’m not sure what it is you’re working on or what the pattern is, but the way I read it is that the pattern repeat is comprised of 2 stitches … so the total number of stitches that you cast on must be a multiple of 2 in order for the pattern to work out properly across each row.
It would help if you gave a few more details about what it is that you’re working on.

Theres an Openwork pattern which is where it says “worked in the round over 2 sts” and then for row 1 it says P to end of round and row 2 is k2tog to end of round etc…
Then there is a Slip Stitch pattern which says “worked over an even number of sts”
Ugh, knitting is becoming a second language. LOL

It sounds like it’s exactly what I had thought … the number of stitches you are working with must be a multiple of two in order for the pattern to work out correctly (you are told to K2TOG across the row, so you don’t want to have an extra stitch left at the end).
The next section tells you it must me worked “over an even number of stitches”. This is exactly what it sounds like … as long as you have an even number of stitches the pattern will work out properly. 
Ok, one more silly question…
It says to M1 by picking up the horizontal stitch between the purls.
That part I get, but do I knit into that stitch or leave it on the needle?
I’m just wondering if I was supposed to knit the picked up stitch would it tell me too? Or am I just supposed to know that? Lol
You knit that stitch then slide it off. The pulling the yarn between stitches, you pull that up with the right needle, then place on the left, knit as if it were a normal stitch, then keep going. This makes a right increase.
The same increase leaning left would be if you were to skip that yarn between stitches and pull up the one in the row below it. This is, of course, pulled up from the wrong side of the work.
If it’s on the purl row you purl into the st; make sure that you do it so that loop is twisted, otherwise it’ll be open like a YO hole.
So it says P1, M1
So I’m purling into the picked up stitch. Ok, doesn’t sound too bad.
