Should I bind off after knitting the Sole? ( making a teddy bear, btw)

Make 2 pieces. With 3mm needles, cast on 8sts. K 20 rows for the Sole.
Shape foot
Cont in garter st and cast on 14sts at beg of next 2 rows. 36 sts. K 6 rows. Dec 1 st at beg of next 10 rows. 26 sts. K 30 rows.

The knit or cable cast on works quite well here (method #2 or #3)
Yes! That is my pattern. I’ve been trying to knit a teddy bear for my baby nephew for a while now. Progress has been stunted due to school, but I have time now. 
I didn’t know that casting on sts half-way through is a thing. Thank you, for informing me.
I’ll heed your advice and try either method #2 or #3 to see what’ll be best for me.
