I was hoping someone could shed some light on what is meant by knitting short rows (to decrease) whilst knitting in the round on a circular needle?

Short rows are generally not a decrease. It’s a way to add more rows to a section of knitting. When you work them in the round, you turn your work and purl back, as you would on straight needles, but just for the short-row section.
