From what is visible of the tail pattern it is made with garter stitch. This means that even if you just turn, without any normal short rows techniques, you will not notice much any hole. This is what the pattern seems to call for, if you read their description of short rows. In the pattern you see “turn” mentioned. Just turn there at those points to do the short rows.
