Shaping the neck

Hi, my name is Rosie and I’ve taken up knitting after 40 year break!
I’m knitting jumper for toddler and have reached Shape neck.
The neck looks round and has 2 buttons on each shoulder - unfortunately no picture with me today

Instructions say
1st row- rib 27 turn
2nd & foll alt rows- rib to end
3rd row - rib 23 turn
5th row -rib 19 turn
7th row - rib 15 turn
8th row - rib to end
9th row - rib across all sts to end

Pattern clearly describes " turn" process but I’m not sure whether I should be knitting the whole row every 2nd row or just the 27 stitches.
help much appreciated.

Turn after 27sts on row 1 and rib back (row 2) on those 27sts to the end of the row. The same goes for row 3: rib 23, turn and rib back (row 4) on those same 23sts to the end. The other rows follow the same way until row 9 when you rib across all sts.
