Shaping shoulders

I wonder if someone can help explain this pattern to me. I currently have 84 stitches on the needle and this is to shape shoulder and neck. Its says…

Cast off 10 sts, pattern until there are 13 on right needle and turn, leaving remaining sts on a holder.
Work each side of neck separately.
Cast off 3 sts at beg of next row.
Cast off remaining 10 sts.
With RS facing rejoin yarn to rem sts, cast off centre 38 sts, pattern to end.
Complete to match first side, reversing shaping.

Your going to be working one shoulder first.
Cast off 10sts and continue across the row for 12 more sts (a total of 13sts on right needle).
Turn before the end of the row. You can put the unworked sts on scrap yarn or a holder or you can leave them on the needle and ignore for the moment.
Cast off 3sts and work to the end of the row.
Cast off the remaining 10sts. Cut the yarn leaving about 6" to weave in later.

Reattach the yarn and cast off the center 38sts. The second shoulder will be worked in a manner similar to the first. If you need help with that, let us know.
