Shaping shoulders help!

Hello! First post here…
This part of the pattern confuses me. Working size b) Bind off 9 stitches total, work 4, bind off 10 middle stitches and continue the other side? For a total of 36 stitches across…
Much appreciated

Welcome!
You’re going to be working the 2 shoulders separately, each with its own end of yarn. Call them shoulder #1 and #2.

  1. Cast off 4sts (shoulder #1), work to center 10sts,
  2. Cast off 10 sts
3 Work to end of row and turn.
  3. Cast off 4 sts (shoulder #2), work to neck edge.
  4. Attach a new end of yarn to shoulder #1, Cast off 4 sts at the neck edge of shoulder #1 and work to the end of row, turn.
  5. Cast off 5 sts.
  6. Cast off 4 sts shoulder #2 at neck edge.
  7. Work to end of shoulder #2, turn
  8. Cast off 5 sts,

These “at the same time” instructions are often confusing. Make a diagram or a check list, anything that you think might keep them in knitting order for you.
I don’t know why the numbering of the steps is appearing correctly but just assume it should be numbered 1-9.
