Shaping neckline down

I’m currently working on a baby jacket by Patons called Design9 - Delight matinee set (matinee jacket)
It starts from the neckline working down and I’ve got to the shaping of the Raglans and now I’m very confused.
Row 1 (RS) k9[11,15],yfwd,k1,yfwd,k9[9,13],yfwd,k1,yfwd, k21[23,27], yfwd,k1, yfwd, k9[9,13], yfwd, k1, yfwd, k9 [11,15] (69[75,95]sts)
Row 2 and every foll alt row - k1, p to last st, k1.
Row 3 - k10[12,16], yfwd, k1, yfwd, k11[11,15], yfwd, k1, yfwd, k13[25,29], yfwd, k1, yfwd, k11[11,15], yfwd, k1, yfwd, k10[12,16] (77[83,103]sts).
Cont shaping, inc as set on every foll alt row until the row “k23[27,32], yfwd, k1, yfwd, k37[41,47], yfwd, k1, yfwd, k49[55,61], yfwd, k1, yfwd, k37[41,47], yfwd, k1, yfwd, k23[27,32]” has been worked, thus ending with ws facing for next row. (181[203,231] sts).

What pattern it set ? I’m making the smallest size and I have completed rows 1,2 and 3 but don’t see where I’m meant to get the rest of the rows from to make my final st count of 181sts? Please help

Welcome to KnittingHelp!
In this pattern, you increase by making a yarn over (yfwd) on either side of a central knit stitch and you repeat that increase 4 times in each RS row. That’s the pattern as set.
Mark the knit stitch with a removeable marker or a piece of yarn so that you can see where to make the increases. After a few rows you’ll be able to see the line of the knit stitch and know where to put succeeding increases. It’s probably still a good idea to keep the markers just as an extra reminder.
Row 1 (RS) k9[11,15],yfwd,k1,yfwd,k9[9,13],yfwd,k1,yfwd, k21[23,27], yfwd,k1, yfwd, k9[9,13], yfwd, k1, yfwd, k9 [11,15] (69[75,95]sts)
Row 2 and every foll alt row - k1, p to last st, k1.
Row 3 - k10[12,16], yfwd, k1, yfwd, k11[11,15], yfwd, k1, yfwd, k13[25,29], yfwd, k1, yfwd, k11[11,15], yfwd, k1, yfwd, k10[12,16] (77[83,103]sts).

On row 3, where the pattern says k13[25,29], it should be k23[25,29]
