Shape Armholes

Pattern instructions:
Cast off 2sts at beg of next 2 row.
Work 2 rows straight.
Next row: k1,sl1, k1, psso, k to last 3 sets, k2tog, k1
Next row: purl
Dec 1 st in this way at each end of 3rd and every foll 4th row until 45 sets remain (starting count is 65)

My millions of questions:
When it says dec1 in this way - are we talking about starting at the top instruction (cast off row) or the “next row w/ psso and k2tog”?g
Which row is 3rd?

Can I assume that the decrease row with the psso and k2tog will always be on a knit row? ( I am working on a sweater in stocking stitch).

Just when I think I have this knitting thing down I get confused. Any help would be much appreciated.

Here is what I think it says:

Row 1 - cast off 2 = 63 sts
Row 2 - cast off 2 = 61 sts
Row 3 - knit
Row 4 - purl
Row 5 - psso and k2 tog row (on knit side) call this dec row = 59 sts
Row 6 - purl
Row 7 - knit
Row 8 - purl
Row 9 - dec row (assuming this is what the pattern is calling 3rd) = 57 sts
Row 10 - purl
Row 11 - knit
Row 12 - purl
Row 13 - dec row = 55 sts
Rows 17,21,25, are dec row and bring the stitches to 47 (which is where I want to be).

Is this correct?

That’s the right idea. You would continue decreasing to 47sts (row 29) or is it 45sts as in your first post?
