How do you mke the scarf look wavy like that? Anyone ever tried a scarf like that?

The scarf is wavy like that because of stacking decreases and increases on top of each other. It’s an old pattern, used to be seen in afghans, but can be used for scarves, wraps, baby blankets, and even sweaters. Take some leftover yarn and try out the pattern and you’ll see.
That looks like a feather and fan pattern. It’s just a matter of doing what the pattern says, and voila!

i agree with ingrid. there are videos for about every thing you will see in that pattern and lots of help here. and that pattern looks waaaaaay fancier than it is hard so everybody will be mightily impressed when you are finished with it!
The scarf on top uses a pattern called Welting Fantastic. The one below is Feather and Fan. Feather and Fan is a lace stitch while Welting Fantastic is not. Both are fairly simple patterns and look terrific with handpainted or variegated yarn. Good opportunity for you to expand your skills.
