Rowan Sweater pattern, Orkney, in Rowan knitting mag. #52, pgs. 154-159

In this pattern I am working the left front and am at the Shape Armhole part (mid. col.) It states:
"Keeping patt correct, cast off 7 sts at beg of next row, leaving 65 sts.
Work 1 row.
My question is: Is the casting off 7 sts one row, ie the knit row, and then the next direction “Work 1 row” is another row, the purl row.
Or, do they mean “cast off 7 sts at beg of next row” and "work 1 row are the same row?

Cast off 7sts at the beginning of the row and then continue to the end of the row.
Work one more row.
So there are 2 rows here, a right side row (knit row) and a wrong side row (purl row).
