I am starting a sweater, I have cast on for the neck and instructions say to increase before and after markers on the right side. OK, is the very first row after the cast on the right or worng side?

I do believe that, unless otherwise specified in the pattern, that the first row after cast on is the right side.
The very first row is usually the right side, unless you decide you want the edge flipped reverse. You can make any side “the right side”…but unless otherwise stated, the first row after the cast on is the right side.
I personally prefer to make the first row after the CO the WS as I want the ‘rope’ effect at the bottom of the RS. It’s a matter of personal pref. Here are pics of the RS (with first row after CO worked as WS), and then WS (or back side of CO).

That’s exactly right, Cam! You can decide for yourself which side is the right side! I usually make the judgment based on how the rope looks…on the inside or the outside!
My latest FO, the GROVE mid-calf coat, has the rope on the right side. I love it. But, it was what the designer said to do. So I [I]usually[/I] follow their advice. Not always, but usually.
