My pattern says repeat these 2 rows 8 times. Do you think that means that i do those 2 rows 9 times total? In another place in the pattern is says to repeat those 8 rows 6 more times. That’s very clear. 7 times total. But this part doesn’t say 8 more times.
You repeat both rows, so you’ll be doing another 16 individual rows, but it does count as doing each row 9 times.
