When you are knitting flat using a chart and it has a square for knit on rs and purl non WS and a dot for purl on right side and knit on wrong side and then the pattern asks you to change to dpns and work in the round do you still knit on rs and p on WS

If you’re knitting in the round with the dpns you’ll only be knitting on the RS. So if the same chart is used, follow the instructions for RS rows on all rounds, i.e. read the squares as knits and the dotted squares as purls.
When knitting in the round and following a chart, all rows are then read from right to left?
Yes, exactly. All rows read as RS rows.
