Reading a pattern

I am having trouble understanding a pattern it goes as follows:
Beg:RS dec row: K13(15,16,18 ), k2tog tbl, k1, k2tog, k13(15,16,18 ).
WS dec row: P12(14,15,17), p2tog, p1, p2tog tbl, p12(14,15,17)
Here is where I just dont get it…
cont as established, dec 2 sts every row and working 1 less st before and after each dec until you have 3 sts left. K3tog or p3tog (depengding on which side you are working on)-1st

when it says dec 2 stitches every row is that two more then already established decreases? and how do you work one less stitch?

You do the decreases as written in the directions, which works out to 2 every row.

The other statement just sums up the results of these decreases, which will be to end up with 1 stitch less before and after the decrease stitches on each row.
