Raglan shapping question

Howdy y’all

I’m knitting the Boxy Cardigan from Spring/Summer Vogue Knitting 2007 (pattern 31).

It’s a raglan cardi. I’m done with the back and am now working on the left front.

After 5 1/4 in. of even knitting the neck shapping starts this way:

K to last 5 sts, ssk (neck dec), k3. Cont in this way to dec 1 st at neck edge every 6th row 6 times more, every 6th row 13 times, AT THE SAME TIME, when piece measures 11 1/2 in. shape armhole as follows…etc etc.

I understand the concept of shaping both sides at the same time, but I have trouble with the highlited part. It reads to me that I should just decrease every 6th row 19 times, because the instructions sound repetitive to me.

Am I reading this completely wrong? :?? :??

You work the neck decreases only until the piece is 11 1/2 inches long, then continue with shaping the neck and the armhole.
