Dec 1 st at each end of next 5 rows
(this part is fine)
then on 0 foll 4th row
(Do I do nothing or work 4 rows as normal?)
then on foll 14 alt rows
(So do I start with the decrease on every other row for 14 rows or do I decrease on 14 rows giving 28 rows and is the first row of this 14 or 28 a normal row or do I decrease?)

Sooooooo confused…

Welcome to the forum!
The initial decreases are on rows 1,2,3,4 and 5. Then dec every other row 14 times. That’s rows 7,9,11,13,15,17 and so on.
When a direction has a 0 for your size, skip it entirely. Remember that there are 2 decreases per decrease row, one at the beginning of the row and one at the end.
