  1. When a pattern says end with a WS row, do you knit that row so your next one is the RS? Or, does that mean the next row is the WS?

  2. How do I cast on sts over bound off stitches on the next row (like for a buttonhole)?

You finish the WS row and the next one is the RS row.

To cast on sts in the middle of a row, move the working yarn and the R needle to the L hand, use the knit or cable CO and switch the needle back to the R and finish the row.
