I’m sure others can answer your specific question. I can say that seed stitch is knit the purls and purl the knits. Whether row 2 starts with a knit or purl depends on whether you’re working with an odd or even number of stitches and I never remember which is which. I have to figure it out every time. I think every row starting with a knit is on an odd number of stitches; the last knit is a purl when you turn the work so you knit it. I think.
Row 1 ends with a knit stitch. On the reverse side this presents as a purl. To produce seed stitch this first stitch needs to be worked as a knit which it will be as row 1 begins with a knit and you are to repeat row 1.
It will produce knits on top of purls, purls on top of knits.
Try it.
It will work as given in the pattern.
A total of 8 rows before moving on to the next part of the pattern.
