Question about "Rasta Hat" Pattern

I have been wanting to try a simple hat pattern and since I got my purl and knit stiches down I found this pattern that would be perfect for my beginner self:

I have a question though:

  1. Is this hat knitted flat then sewed together? OR is it knitted in the round?

Look at the last line of the pattern -

Handsew the sides together, using the thread from top to bottom.

If you have to seam the sides together, it’s been knitted flat.
