Hi! I am trying to make a newborn cardigan from the book baby knits made easy. There is on phrase that I’m having trouble understanding.

Shape arms
Next 2 rows: cast on 36sts, k to end

Would I evenly cast on the stitches to both sides or 36 at the beginning of each row? Please help!!!
