Question about El Sol Pullover

I have a question about the sleeves. When you put the 2 parts of the cuffs together for in the round do you put together the parts where you casted on the extra stitches and then did 11 rows on one and 12 rows on the other. Pictures of both sides of the cuffs would be great if someone can help me.
