I found a pattern for a cool- looking ruffled scarf at

I’m not sure that is the whole url so you may have to search at knitpicks.
Anyway it does not make sense to me, it calls for casting on 90 stitches, knitting the first row, then second row knit in front and back of each stitch. The rest of the scarf is just alternating these rows. I don’t know how to knit in front and back without ending up with twice as many stitches each row.
Please help if you know what they mean by knit in front and back!
