Positive ease

Hello all, hope you’re well!

Quick question: if a pattern has no mention of positive ease are the measurements given the measurements of the finished garment?

Thinking of giving this a go. I got the rowan magazine that it’s in and there’s loads I want to make but I haven’t made a cardigan yet (also there’s colour work - my new addiction)

Really gorgeous stranded work on this cardigan. Ravelry metions positive ease and gives the dimensions of the finished sweater.
