Pls help in crochet!

I started crochet for hat pattern.But after completing 4 rows my resultant work is not flat… but popping up … so what do I do to make it flat?

Use less increases per round? My only crochet hat pattern goes like this (more or less)

Chain 5-7 sts, join. (number of sts to start with depends on the yarn weight).
r 1 - 2 sc in each chain around.
r 2 - sc, 2sc in next st, repeat around
r 3 - sc 2 times, 2sc in next st, repeat around
r 4 - sc 3 times, 2sc in next st, repeat around
r 5 - sc 4 times, 2sc in next st, repeat around
etc, adding one more sc between the increase sts until it fits over the crown of your head, then just sc without increases.
