Please explain how 16 rows can be a sleeves? Am I missing in between lines

What is the name of your pattern and which size are you making?
The pattern gives you the set up for 8 rows and then has you repeat those 8 rows anywhere from 8 to 13 times depending on the size you’re making. Then there are an additional 2 rows. That’s 66 to 106 rows for the sleeve and maybe a few more depending on how the pattern continues.
I am making for the 6 months toddler
the name of the pattern is garter smock cardigan from Parton pattern catalogue.
Maybe that’s the 3rd size? If so, then you would work rows 1-8 and repeat 1-8 ten times then work the first 2 rows once more. So you’re always repeating rows 1-8 over and over.
Assuming there’s a schematic or a sleeve length given in the pattern you can check the length as you work the repeats. That’ll make sure you’re not knitting too long or short a sleeve.
Thank you so very much for your help. Now it is clear I was confused with the term "TIMES".
Just to make sure I got it correct Row 8 I am Knitting a total of 67 stitches for 9 times.

It’s a bit ambiguous but the usual interpretation is that you repeat 9 times more.
Work through rows 1-8 as given in the pattern then repeat 1-8 for 9 more times. You’re going to work the rows 1-8 for a total of 10 times.
You can also check that the sleeve length makes sense with the pattern dimensions or schematic.
