Please help, Kim Hargreaves pattern

Hello, I have started knitting my very first sweater, and am having trouble interpreting part of the pattern “chalk” by Kim Hargreaves. I am working on the main body and have come to a place where it says decreases are to take place.

I’ve attached the pattern as follows: the arrow indicates where I am having troubles deciphering.

I am confused as to decreasing at such am early state with not much knitting on the needles.
Do I continue the pattern until the desired length, or immediately start decreasing at the 3rd and 4th?
If someone could help me understand the line:

‘Continue in pattern, dec 1 st at each end of 3rd and 4 foll 8th rows, then on foll 6th row’

That would be very appreciated.

These decreases are part of the waist or side shaping. Further on in the pattern there are increases at the sides as well.
Decrease at each end of rows 3 and then rows 11,19,27 and 35. Finally dec at each end of row 41.
