Please help explain instructions?

I am knitting the “SO OOVERSIZE” pattern lespointsdesooo.over-blog.com/article-pull-soooversize-le-tuto. I had it translated into English as I don’t speak French.

I am working the back and it is instructing me to now decrease (K2 Tog) 1 st in from the right edge (along the top), 1 st every other row 8 times (K1, K2 tog, knit to end of row. You are shaping the neckline.

This is confusing, as this is 1 row, what am I to do? Begin with k2 tog, then?

Starting on row 1, k1, k2tog, knit to the end. Work the next row. Repeat the k1, k2tog, knit to the end row. Do this a total of 8 times (8 decreases.) HTH.
