I will do this - do the dashes represent the two (or four) stitches that were decreased in the previous row? Sounds like a dumb question, but I’d really like to get this right this time around…

Yes, the yellow circles are the actual decrease stitches (dashes are the missing stitches). I think of them as a draw string that pulls those connected stitches “seam, not a seam” together.
They are there with spaces to help keep the stitch colums lined up.
I charted the rows top to bottom like your work (I think you are working top to bottom and in the round.)
I assumed deceases were each side and matching between front and back.
You will need to use your pattern decease instructions to make your charts.

Red: is the sts/row pattern repeat.
Blue: shows the sts columns that @salmonmac mentioned as purl colums and knit colums.
Yellow: circles the dec. Sts.
I hope this helps. Sometimes it helps me to picture the stitches and how they line up in colums.
