I just recently started knitting (about a month ago) and I’m moving on from scarves and shalls to some fingerless gloves that aren’t knit in the round…doing it step by step.

Welcome!
I’ve never made anything like this before, so I can’t be much help, but I noticed FOUR other people asked about that on the comments part of the blog where you found the pattern! Unfortunately, I didn’t see a response… Maybe put your own comments in???
I’m taking this to mean that as you knit across the row, you would have your cast on edge folded up to your live stitches, then as you go to knit each one, also pick up a cast on stitch, wrap your yarn around the needle and pull it through both the cast on stitch and the current live stitch, kind of how a 3-needle bind off works but you will only have one piece with live stitches. It would join the cast on edge to the piece, making about a 3/4" band at the top of the glove. If you know crochet terms, it would be similar to joining 2 pieces with a slip stitch seam.
