Picking up and knit

Ok, I’ve knit plenty of picked up stitches. But I’ve noticed something odd in the directions.

Sometimes it will say “Pick up and knit, knit 3 rows” sometimes just “pick up and knit 3 rows.” Do they mean the same thing? or does one mean knit 4 rows and the other knit three rows? Thanks.

99.9% they mean the same thing, and I interpret them the same.

Occasionally, a pattern will have you pick up stitches without knitting them, but usually make it pretty clear what it is you need to do.
