Pick up and knit in cast on edge...in middle of shawl pattern

I am knitting the mare shawl, which is worked from the top down.

The directions have you knit the “inner section” first. Then, the “outer section”.

I am so perplexed by the instructions!
The first row of the outer section is:
k1, kfb, k to last 2 sts, kfb, k1 then PU and k1 st in the CO edge

"PU and k1 st in the CO edge " – how do I do that? Does anyone have links to a youtube tutorial I could follow? Every video I can find related to picking up stitches for a top down shawl involves picking up stitches along the long edge (down to the CO edge) and then PU a st from cast on edge. I can’t find anything about going from live stitches straight to CO edge.

This project seems to show the area of the picked up stitch at the join of the inner and outer sections (see the 3rd photo down from the top).

It seems to me that there’s a tiny gap at the picked up stitch and it also looks like this is the only time you work that join. There don’t seem to be subsequent rows with a picked up stitches at the cast on. You might try picking up very close to the cast on edge or perhaps picking up one stitch at the side and one at the cast on edge. In a later row, knit these 2 together.
