Maybe it’s mislabeled on Pinterest? I don’t see any star-shaped motif in the picture at that link, just a half-circle.
That is disappointing. The white star burst pattern looks like a tight wrap around elongated stitches. It would be similar to smocking but worked on elongated sts rather than the knit sts shown here.

To me that tells me the star pattern is not there. You put in any stitch pattern you want. I you want the star pattern, find it on the net and work it into your shawl.
