Ugh. more hoodie questions.

I am working on the right front side. I have to work to a total length of 22" from cast-on edge, ending with a wrong side row. Does that mean that the last row I knit should be a RS row, so I end up looking at the RS…or that the last row I knit should be a WS row?

The last row you knit should be a WS row. When you are done knitting and turn it you should be looking at your RS row.
