It says Mock Cable & Eyelet Ribbing
Row 1 K3,P2 Repeat
Row 2 K3 p2 Repeat
Row 3 SL 1 K2 PSSO P2 Repeat
Row 4 K1 YO K1 P2 Repeat
Continue in pattern until you have completed the following number of repeats
5 repeats
6 repeats

So do I do all the rows again or just row 4?

The 4 rows make up the pattern. One repeat is rows 1-4, because all four rows are needed to make the Cable and Eyelet pattern.
