Pattern Reading

Hi, I’m learning to knit and have successfully made a few washcloths, and now I’m trying to knit my first piece from a pattern and I’m totally confused. I’m making baby booties, and it has 1st row, 2nd row, 3rd row specific directions, then says:
‘Rep 2nd and 3rd rows 3 times’.

So, does that mean 3 times each, meaning:
2nd row
3rd row
2nd row
3rd row
2nd row
3rd row

or, 3 total times, meaning:
2nd row
3rd row
2nd row

etc.

Right…because you do the second row, then the third row, then the instruction says to REPEAT them 3 times, so you do them again 3 times for a total of 4 times.
