I am knitting the “Tilli Tomas Jewel Ruffle Shawl”.
It is knit as a rectangle from the short end-- CO 130 sts.
When length of shawl is complete the pattern says:
Bind off Do not cut yarn. Pick up 130 sts across the bind off row. Knit 3 rows . . . etc.
Why do they want me to bind off 130 sts and then pick up 130 sts?

The ruffle starts after picking up the stitches.
I was wondering if the bind off was for ease of blocking the rectangle — ??
Bind off (130 sts).
Do not cut yarn.
Pick up 130 sts across the bind off row.
Knit 3 rows with color A, purl 4 rows with color B.
Next row – with color C k2, YO repeat * across row.
Knit 1 row.
Next row k1, YO repeat* across row.
Bind off.
Talk about serendipity. I was looking at Youtube videos on doing ruffes yesterday.
According to this Knitting Daily video when adding a ruffle to the knitting it has to go on an existing edge, and not live stitches, to stop the main piece of knitting being spread out by the ruffle.
Yes and in addition, the bind off gives a defined end to the shawl and beginning of the ruffle, rather than having them flow into each other.

The video was great. I love that show, Knitting Dailey, and the hostess. Unfortunately it seems my local ( Houston ) PBS channel has quit carrying it.
Now off to my binding off and starting my ruffle . . .
