Pattern Question

Pattern reads:
row 1: k1, p to last stitch,k1
row2: k1, kfb, k to last 2 stitches, kfb, k1
repeat these 2 rows until there are 15 stictches on needle

Knit straight until piec measures 3.5"

Does this mean I alternate a knit and purl row without the increase, but continue to knit the first and last stictch on the purl row?

This for the ear flaps on a hat…

I’m not sure exactly what you’re asking, but I THINK I understand-- and here’s the answer. . .

You are going to do row 1 (which is mostly purled, except for the first and last stitch, which are knit, and no increases) and then row 2, which is all knit, except for the increases right after the first and right before the last stitches. Then you do row 1 again, then row 2 again, then row 1 again, then row 2 again, etc., until your total stitch count is 15.
Then switch to these 2 rows and keep going until the piece is 3.5" long:
Row 1. K1, P13, K1
Row 2. K15
