Do I knit 1st & 2nd for the 14 rows before dec stitch at raglan edge alt row?

This line really should be read as:
Work 14 rows Decreasing 1 st at raglan edge as before in next and every foll alt row
While you’re working the 14 rows, work the decrease at the raglan edges. Call the next row, row1. Decrease at the raglan edge on rows 1,3,5,7,9,11 and 13.
