I’m making a poncho…it consists of two sides. Both sides are completed and bound off. I thought I was ready to assemble the sides but the pattern now tells me to:
With RS facing and shorter needle, beg at the left shoulder seam, pick up and knit 60 sts evenly around neck. Place marker and join. Work in rounds for 3/4 inches in Garter St. Bind of all sts loosely using larger needle.
There are almost exactly 60 sts on the front neck and shoulder. Does that mean I’m to join just the 2 sides of the front neck? If so, what happens to the back. There are no other directions on the pattern.

From what you have written, it sounds like you are making a neck/head hole; a little “turtleneck” of garter stitch.
I suspect the poncho should already be seamed together at this point. You should be picking up 30sts from the front/neck and 30sts from the back/neck, nothing from the shoulders themselves.
It’s a Colorwaves Poncho, Lion Brand Color Waves Pattern 30286. I think you’re exactly right - I need to sew the shoulder seams, then pick up the neck stitches. Gosh, it seems so simple when you say it! Thanks so very much!

Usually I fold the neck into halves, left side and right side with a crease down the mid fromt and down the micd back, since the neck shaping looks to be slightly different and pick up half the required sts on each half.
