I’m knitting an alligator scarf and there’s a part in the scarf that I’m confused about.

Row 9 Knit 3, "bind off 8 stitches tightly, knit 3
(includes stitch on needle from last bind-off); rep from * to
last 4 stitches, knit 4 = 19 stitches.

When it says to bind off 8 stitches does that mean 8 of the stitches sitting on the left needle?

I’m still a beginner. I’d appreciate any help =)

No, it means k3, bind off the [U]next[/U] 8 sts, then knit 2 more (because the pattern wants you to consider the st on the right needle which will be left from the bind off as one of the 3 knits between the bind offs) and repeat.
