Need some help putting this part of my pattern in to a simpler form!

You’re about to shape the neck and cast off for the top of the shoulder. Call the next row, row 1. Decrease at the neck edge on rows 1,2,3 and 4. Cast off 3 sts at the beginning of row 2 and then 4 sts at the beginning of row 4 (these are for the smallest size).

how do i know where the neck edge is?

The neck edge is where you make the turn leaving the remaining sts on the holder. The remaining sts will form the center neck and the second shoulder. The armhole edge is where you initially cast off sts for the underarm after the back reached a certain length.
It’s a good idea to mark the neck edge so that it’s immediately clear.

ok perfect

one last thing.

so i am starting row 1 on the wrong side (as i have turned my work???)
and for rows 2 and 4 i am casting off stitches at the arm hole edge?

Yes, when you turn you’re on a WS row. Call that row 1.
You’ve got it. The beginning of rows 2 and 4 is the armhole edge.

ok i get it!
