I have finally completed my sweater SIRDAR ARAN #3183, Or almost completes. I have now completed the sleeves and have 13 sets left on my needle and it advises me to cast off. Which I would have done until I started reading instructions for neck band. In the neckband instructions for the 4th size I get confused. 1st question is when it says join raglan seams does that mean sew the sleeve together? 2nd question it says change to 4mm needles and knit across 13 sts left on stitch holder at top of left sleeve. Do they mean the 13 sts that they prev told me to cast off when I completed the sleeve. So confused now. Please help if you can

Join the sleeve along the raglan decrease line to the front at one edge and to the back at the other edge. You could do the same thing for the second sleeve and then pick up sts for the neckband with a small circular needle.
Often, patterns will have you leave one of the raglan seams open so that you can pick up sts for the neck band and knit back and forth. When the neckband is finished, join that last raglan seam.
It sounds like a mistake in the pattern to cast off the 13 sleeve sts.
