Pattern help - rs row

Hi

my pattern says ‘… until work measures 19inches ending with a ws row’ this I assume means ending in a wrong side row. Question is … do I start and finish this ws row meaning the next row is a rs OR do I not start it and continue with the instructions ??? :??

Ending with a ws row means the last row you work is the ws, so you’ll start the next row on the right side.
