Pattern help please :)

Hi there,
First time poster here and just hoping to get some help with a pattern. My mum and I have been struggling to work it out!

These are the instructions:
Neck Shaping:
Next Row (RS): Work in pattern over the first 57 (60 - 64 - 67) sts.
Place the last 11 sts on a stitch holder to be worked later for the turtleneck.
Continue working in pattern across the rem 46 (48 - 54 - 56) sts.
Turn and working on this set of stitches only, cast off two at the neck edge at the beg of the RS rows four times, continue to dec by 1 at the neck edge on every other row until there are 34 (36 - 38 - 40) sts.
Work without dec until measures 19 (19 - 20 - 20) cm from the marker ending on a WS row.

So I understand that I will have 46 st on the needle, 11 on the holder and then another 46 st on the needle.
Then I turn my work and this is where I’m stuck…
It says cast off on the RS but won’t I be on the WS at this point? Hope I’m making sense here.

Yes, you’re correct. The next row will be a WS row. The pattern is just telling you that when you next are at the beginning of a RS row, cast off 2 sts and continue to work the cast off at the beg of every RS row (the neck edge) for 3 more times.
So work back on the 46sts from armhole to neck edge, turn to the RS row and cast off 2sts.

Oh, and when do I start decreasing by 1?

OK, if you call the cast off of 2sts per RS row, rows 1,3,5 and 7, then decrease one stitch on rows 9,11,13,15, etc until you get to the given number of sts for your size.
