Pattern help - JB395 cardigan sleeve

Hello all! Long(ish) time knitter, first time poster.

There is part of the James C Brett JB395 pattern that I can not figure out and wondered if anyone can enlighten me on what it wants me to do.

Below is an image of the cardigan and part of the sleeve pattern that I can’t understand.

The pattern is stocking stitch with a cable plait running up the centre (I am doing the 4th size on the pattern).
I am happy with it until I get to the Shape Raglan 2nd Row.

It says P3, patt to last 3 sts, P3 - but this is already the purl side (ws), so I would be doing
P3, P18, K1, P6, K1, P18, P3 ??

Same for the 3rd Row where it would be K3, K18, P1, C4F, K2, P1, K18, K3 ??

Have I missed something (not done many raglan sleeves so maybe) or do I just need to P21, K1, P6, K1, P21 ?

Welcome to the forum!
It may be that it’s written that way to emphasize the way to work the areas of the decreases and how to skip the decreases on some odd rows… You’re correct that it could just as well have you work across the edge sts in the stockinette pattern.

It is the first cable item and second raglan I have done for a while and thought I was missing something.
